No, pet rats don't normally stink unless they are neglected and not properly cared for. The leftovers from rats can cause quite the stink so it's good to go out and clean their enclosure every now and then to minimize the smelliness. Overall, they aren't as stinky as mice or other pet rodents.

Rats tend to groom themselves more and this causes them not to be nearly as smelly. (Source)
