Yes, blue tongue skinks are legal in Arizona, they aren't any laws there that keep them from being kept as pets, you may be mixing the blue tongue skink up with the Gila monster, which can be kept but needs a permit. If there's no established rule against owning the pet that you want then you've got every right to own them.
