You don't want to change the entirety of the goldfish water unless it is completely terrible, you should make sure to only change around 25% of the water every week to ensure that there's still some treated water left inside of the tank for your goldfish to live inside.

You want to let the new water sit for 3 days if you're using tap water before adding it into the tank. You want to make sure to dechlorinate on the tap water before adding it into the tank with your goldfish.
