Yes, goldfish do need a filter in their tank, this ensures that there isn't too much of a buildup of toxic waste material and stuff like that. If you don't include a filer in their tank, then your goldfish will most likely get sick and won't fare too well, it's good to keep a filter in there for good practice. You should also go about changing the water in their tank often.
