Yes, you can give a blue tongue skink a bath if you feel they need it, it's definitely not necessary. Your blue tongue skink might benefit from a bath if they are covered in feces, are having problems shedding or are severely dehydrated. You should ensure that the water isn't too hot or too cold (80-85 degrees Fahrenheit) is perfect.

You should soak your blue tongue skink in a bath for no more than 15-30 minutes. Never leave your skink unattended inside of the bath.
