Some blue tongue skinks like to be handled while some don't, some skinks will actively seek out handling while others won't. It depends on the skink, and what the skink wants, generally they are pretty docile and easy to handle, but it just depends on the individual skinks themselves. 

The more they are handled when they are young, the easier they will be to handle once they're older.
