Yes, blue tongue skinks do need UVB in order for them to remain healthy and happy, UVB lighting allows blue tongue skinks to produce vitamin D3 which allows them to store an use calcium, which is an essential mineral to have. Calcium helps keep your skink's bones nice and strong and it prevents them from developing MBD. 

Overall, UVB light is essential to your blue tongue skink and every owner should provide it. (Source)
