No, blue tongue skinks shouldn't eat raw meat in captivity because there's too much risk involved with them getting sick from it. Why risk it when you can simply cook the meat then give it to your blue tongue skink? Meat is a solid snack option for skinks, but it shouldn't make up the majority of their diet, insects should be the bulk of their protein intake. (Source)
