Yes, it is legal to get a blue tongued skink in California, they are native to Australia and some parts of Indonesia, so you'll have to go through a special breeder in order to acquire one. If you want to sell a blue tongue skink you'll have to get a special permit in order to do so. 

The laws will be different depending on where you are exactly, everywhere is different.
