Yes, tarantulas can eat dubia roaches, they like to eat other insects as well like crickets, mealworms, waxworms and hornworms. In general you should feed tarantulas no more than two dubia roaches per week, they are opportunistic feeders and will feed whenever they can, so it's best to feed them a healthy amount. You don't want an overweight tarantula, this could shorten their lifespan.
