Yes, hamsters swim, they don't like to swim and if given the choice of not swimming they will 100% choose not to. If there's large amounts of water around your hamster I've got some questions on where you got your ideas for a hamster cage. You should go read this thread on hamster cage setup if you are confused and need help.
