Yes, seashells are safe for parrots as long as they are cleaned and free of any dirt/debris, most parrots will play with seashells and a small minority of parrots will try and eat seashells, for that reason you should pay attention to your parrot when you give him/her a seashell so they don't end up swallowing it.
