Yes, chinchillas can eat carrots, and other small fruits in small portions. Carrots and small fruits shouldn't make up the bulk of their diet however because they contain high amounts of sugar which is bad for them to process. Ideally, you should feed your chinchilla a mix of timothy hay and other good hay products. That's what they are supposed to eat.
