You can have up to 6-10 neon tetras in a 10 gallon tank with a betta, however you should watch how they get along because some betta fish simply won't tolerate them or any fish for that matter in the tank with them. Bettas can be extremely territorial, so my advice would be to be prepared to buy another tank for either the betta or neon tetras if things don't work out.
