You can keep up to three neon tetras in a 3 gallon tank if we are going by the rule of one neon tetra per gallon. Ideally I would recommend having a 20 gallon tank and then adding a lot more tetras to the tank, they love swimming in schools and will be healthier and happier if there are at least 10-15 in a tank.
