Your white cloud minnows may be hiding because thy are uncomfortable, the water temperature may be too hot or cold. You should ensure that your white cloud minnows are receiving the best care they possibly can get, and after doing some checks on their care they may start swimming around the tank more. 

It could be also that your white cloud minnows are new to the tank and scared, if that's the case just give them time.
