The white cloud minnows may be staying on the surface because the water temperature isn't between 64-72 degrees Fahrenheit, there also might not be enough circulation in the tank water, or it hasn't been properly cycled for long enough. Ph level is another thing to consider white cloud minnows should be in water that has 5 to 25 dH and a pH of 6 to 8. 

These are all factors to look at, they cause the majority of the problems. Hope this helps.
